These particular guilds do not move and are known as Peacekeeper Missions. They offer BattleCloaks and Neutrality.
Peacekeeper's Mission 1 - Offers BattleCloak & Neutrality 1 - Location: Emerald & 67th.
Peacekeeper's Mission 2 - Offers BattleCloak & Neutrality 2* - Location: Unicorn and 33rd.
Peacekeeper's Mission 3 - Offers BattleCloak & Neutrality 3* - Location: Emerald & 33rd.
*You are not permitted to purchase Neutrality 2 if you do not already possess Neutrality 1.
*You are not permitted to purchase Neutrality 3 if you do not already possess Neutrality 2.
