Ab Antiquo

While searching for a model for Eden, I came across one I think I'd like to use. Unfortunately, said model does not have blue hair. The potential model's hair is platinum blonde, almost white/silver.

I was wondering if anyone has any tips or tricks for me on how to edit her hair color via Photoshop. I've been looking up tutorials online (because it's been forever and a day since I've used Photoshop and I'm rusty) and some of them are confusing AF. Or they move too quickly for me to keep up and I miss steps.
